Frank graduated with a B.A. with honors in 1980 from the University of Cincinnati and a Juris Doctorate from Boston College Law School in 1987. For the past 27 years, Frank has specialized in residential and commercial landlord/tenant litigation, subsidized housing, condominium collections, commercial litigation and condominium association representation. He currently represents many prominent management companies, commercial and residential landlords and condominium associations in Massachusetts. For 20 years, he was the Managing Partner of Downing & Flynn. He was the Massachusetts Southeastern Housing Court Liaison for the REBA Housing Court Bar Association and a Legislative Committee Member for many years. He is a longstanding member of the Community Associations Institute-New England-Attorneys committee. He is also the former Chair of the Condominium Committee of the Massachusetts Bar Association Real Property Committee. He is the former Vice President of the Asian American Lawyers Association. He has presented seminars to the Boston Bar Association regarding rent control in Massachusetts. He is the author of many published articles in many trade journals in the area of residential and commercial landlord/tenant law, collections and condominium law. He is the author of Terminating Commercial Tenancies for the Massachusetts Continuing Legal Education which serves to educate lawyers. He has spoken to numerous industry groups, including Mass Housing, the Institute for Real Estate Management, the New England Affordable Housing Management Association, NERSC, the Boston and Massachusetts Bar Associations, and the New England Community Association Institute.
